The program seems go well at some point since the beginning because of receiving generous support by the community agencies. Unexpectedly large numbers of students have applied and are engaging in various community activities. We continue perceive this community service program as a stepping stone toward true service learning, where there is an emphasis on learning while engaged in community service by students. While the Japanese national government encourages volunteer work to educational institutions, a movement toward service learning in Japan is about to flourish following the United States where it has existed for several years. Just recognizing the properties of service learning in Japan is a baby-step that is required to learn how to walk. Our mission is to clarify the theory of the service learning, and to study it in the U.S. by visiting the Kap\u0027iolani Community College in Hawaii whose program is well known and is in the national spotlight.
